Rebecca Kelley
Board Vice President
Rebecca champions employer-led talent strategies and Registered Teacher Apprenticeship initiatives. With more than 15 years in public education, she brings a deep understanding of the financial and human capital challenges districts face—particularly in confronting educator shortages and high turnover. Rebecca supports school systems with accessing and braiding federal and state workforce funds, leveraging philanthropic investments, and strategically realigning local budgets to reframe how districts internally invest in long-term talent development. A former district Chief Financial Officer and systems leader, she designs fiscally sound, compliance-aligned apprenticeship programs that help districts build enduring infrastructure—strengthening the educator pipeline while aligning program design with the financial and operational realities of public education.
